James Blackburne, site manager for Belmadar, is currently working on the Elgas Swap and Go Facility in Arndell Park. 
The scope of works for the project includes the construction of a new Industrial building for processing LPG bottles, an upgrade of essential services in a high risk hazard fire category, and the construction of a new truck movement area with an upgrade of stormwater and trade waste infrastructure. One of the significant challenges that James faced as the site manager on this project was to maintain the normal operation of the existing Elgas facility whilst concurrently undertaking construction works, without impacting on the manufacturing and filling processes. His management noted that the client appreciated James' ability to accommodate their business operations in his project planning, his low noise approach and his "can do" attitude. 
In a letter from the project designers and project managers, they noted that:
“James has been responsible for the integration of Elgas’ standard operating procedures into Belmadar’s site safety plans, inductions and tool box talks throughout the project. In managing the safety aspects of the project James has proven adept at managing the conflicting aims of an operational gas facility with the safety demands of a building site, and his management of subcontractor adherence to the site safety procedures has been exemplary. James’s positive attitude to safety on the site has ensured all participants, regardless of whether Elgas personnel, Belmadar personnel or contractors and subcontractors understand the need for total workplace safety, and to carry out all works in the manner needed to maintain the high levels of safety required on the site. We have pleasure in supporting Belmadar’s nomination of James Blackburn and also highly recommend James for this award, as he is truly deserving of recognition for his efforts in maintaining a safe working environment on such a difficult site”.
