The Westmead Hospital Early Enabling Works Project (WHEEW) forms part of the overall Westmead Hospital Redevelopment. This initial package of works focused on providing approximately 1400 car spaces for the staff of Westmead Hospital and the Childen’s Hospital. It also provided future infrastructure for service upgrades including in-ground conduit provisions for power, data, water, medical gas for the upcoming redevelopment works. In addition, it provided a new 60,000 litre Oxygen Compound, a 25,000 litre in-ground diesel tank and an upgraded cooling tower package located on the roof of the Institute of Clinical Pathology and Medical Research (ICPMR) building, while the ICPMR was still fully operational.
Over 50% of the project was identified as asbestos contaminated soil. The philosophy behind the project works was to not remove any contaminated spoil form the site, but to contain it under an approved clean capping layer. They excavated approximately 17,000 cubic metres of asbestos contaminated soil and relocated this to the Oval area where it was capped with an approved bidem geotextile fabric specified by the clients Hygienist, an approved capping layer of clean material and finally the top layer was either asphalt or turf depending on exact location. 
The cap and contain strategy utilizing the oval precinct determined that the oval carpark was unable to be commissioned until all asbestos excavation activities such as service trenching, light pole footings, retaining wall footings, bulk earthworks and stormwater installation were complete.
