ANSTO is Australia’s National Nuclear Science & Technology organisation based at Lucas Heights. The ANSTO Molybdenum-99 production facility project will secure Australia’s supply of nuclear medicine and give Australia the capacity to provide a significant proportion of the world’s demand for nuclear medicine. The facility operates to produce Molybdenum-99, which is used in Technetium-99m generators and in 90 per cent of diagnostic nuclear medicine procedures throughout the world. The new facility replaces an existing facility at Lucas Heights and will have three-and-a-half times the capacity of the existing plant. The works comprised the design and construction of the facility, which required the development of a highly technical specification, resulting in specialist elements being designed and then procured from a number of places around the world. The highly technical nature of the facility meant that almost everything was ‘out of the ordinary’, requiring specialist input at both design and construction stages. Even everyday materials such as concrete had a special high-density requirement, utilising imported aggregate from Europe. Special equipment to be built into the facility was procured from the USA and Europe. Specialist cells for handling radioactive material, processing areas, waste treatment, specialist gases handling, specialist mechanical services, communications and storage facilities were all elements incorporated into the works. A close relationship between ANSTO and Watpac was necessary to facilitate this. The project was completed and handed over to enable ANSTO to commence its detailed commissioning, which is presently underway. All these specialist requirements had to be considered in conjunction with general Building Code compliance requirements. The design, documentation and procurement process on this project was highly complex and Watpac has achieved an outcome that has demonstrated excellence in the overall construction process.
